Modernisation of Agricultural Techniques

Which is more important for a developing country to improve its economic? Last Friday, the question came up in the morning lesson.Some people thinks modernisation of agricultural techniques is more important that higher produtivity per worker.
So we were divided into two groups with differnt opinion and discussed it heatedly for half an hour. It was still unsettled, because of dinner time and every one quickly reached the agreement that craming with food is most important. :D
